Carta enviada en ocasión del foro: “Venezuela, esperanzas y lecciones. Hacia un nuevo relato democràtico en America Latina”

Excelentisimo Presidente Juan Gerardo Guaidò Marquéz,
Estimado Comisionado Julio Andrés Borges,
Su Excelencia Embajador Antonio Ecarri,
Antes de todo, los agradezco inmensamente por organizar una tan prestigiosa conferencia, que es una vez mas testimonio del compromiso por parte de Ustedes con la causa de la democracia, y también espejo de la fuerza con que la transiciòn en Venezuela recibe apoyo por parte de importantes figuras que han marcado la historia democràtica europea y mundial, como en este caso el Presidente Felipe Gonzàlez, a quien saludo.
Lamentablemente, no podrè participar a la conferencia debido a otro compromiso planeado hace mucho tiempo y que debo honrar. Pero tampoco puedo dejar de honrar, en la medida que sea posible en este momento, la invitaciòn que recibì de la querida Diputada y Representante en Italia a la Asamblea Nacional y del gobierno interino, Mariela Magallanes; les dejo por lo tanto unas pocas lineas, como sìmbolo del abrazo “virtual” que les mando a Ustedes, y a todos los queridos hermanas y hermanos de la lucha para la libertad.
Los acontecimientos venezolanos nos dejan, hoy mas que nunca, dos esperanzas y dos lecciones.
Las esperanzas:
– que Venezuela consiga pronto, con el esfuerzo sincero de la parte sana de la comunidad internacional, la ruta hacia una transiciòn posible, real y viable, que no puede cumplirse, como queda demonstrado historicamente, sino a travès de elecciones presidenciales libres, limpias y justas, bajo observaciòn internacional. Quienes piensen que unos procedimientos electorales puedan celebrarse sin garantìa de estrecha y efectiva legalidad y de credibilidad de los organismos electorales, se hace responsable de una desacrada ofensa en contra del concepto mismo de estado de derecho democràtico y constitucional. Lamento muchisimo que mi Pais, Italia, aùn no haya tomado la ùnica decisiòn correcta posible. Junto con los amigos venezolanos que aquì hemos tenido la suerte de conocer, como los diputados Armando Armas, Mariela Magallanes, Americo De Grazia, y junto con todos los que encontraremos y apoyaremos, hemos luchado y seguiremos luchando por un cambio de posiciòn, o al menos de conducta, frente a la tragedia venezolana, aùn màs porque muchìsimos son los italo-venezolanos que necesitan ayuda, asistencia y soporte tanto allà como acà.
– que la futura Venezuela libre y democràtica tenga un destino reluciente: que sea de ejemplo para una ola de fortalecimiento del espìritu democràtico en toda la regiòn latinoamericana. Venezuela podrà enseñar a toda la regiòn, quizàs al mundo libre entero, la necesidad de la efectividad del estado de derecho y de la transparencia. En este asunto, podràn contar con nonsotros, trabajando en los foros europeos e internacionales para llevar adelante, como estamos haciendo en el Consejo de Europa, la agenda del reconocimiento del derecho al Conocimiento, piedra angular de una efectiva y sana democracia. La Venezuela del futuro podrà quizàs ser entre las primeras sociedades en aplicar los mejores y màs recientes desarrollos de la larga historia de los derechos. Por supuesto, podran contar con la OEA, que con el Secretario Almagro ha dado aportes invaluables a la causa de la democracia y del estado de derecho, brindando apoyo a las fuerzas democràticas venezolanas como nunca antes se habia visto.
Las lecciones:
– Venezuela es solo la ultima, quizàs màs tràgica demonstraciòn del perverso poder del comunismo: el llamado socialismo del siglo XXI es culpable, ideologicamente y materialmente, de haber armado la criminal dictadura de Chàvez y Maduro, permitiendo la desarticulaciòn de un Estado, la destruciòn de una economìa, el genocidio de una sociedad civil anteriormente fuertes y vitales.
– si Venezuela, una vez libre y pròspera, lleva veinte y màs años siendo un foco de crimen y tiranìa en el continente, también es verdad que toda America Latina vive bajo amenaza de la misma pandemia. Y en verdad, todo el mundo comparte este peligro letal: el conglomerado de potencias, estatuales y transnacionales, que siguen destruyendo a Venezuela, amenazan toda la regiòn y todo el mundo con su plan para acabar con la libertad, la prosperidad, la seguridad internacional. Acabar con el virus de la dictadura venezolana significa detener la pandemia de la alianza global del totalitarismo, y asegurar larga vida al fuego de la libertad y del estado de derecho. La caida de la narcodictadura es por lo tanto un tema de salud hemisfèrica y mundial, y la transiciòn, de acuerdo con la legalidad interna e internaciònal, es la medicina que hay que fabricar, todos juntos, cueste lo que cueste. No faltarà la ayuda, el apoyo sincero de muchos aliados fuera de Venezuela, hasta que Ustedes ganen, hasta que todos ganemos. Es lo que le debemos, los europeos y atlànticos, y aùn màs los italianos, al Hermano pueblo venezolano.
A la espera de otras ocasiones e iniciativas para seguir creando puentes con Ustedes en el marco del estado de derecho y de la democracia, les envio mis màs sinceros abrazos y agradecimientos. Que viva Venezuela Libre! Que viva la libertad!

First of all, I would like to thank you for organizing such a prestigious conference, which is once again proof of your commitment to the cause of democracy and at the same time the reflection of the power with which the Venezuelan transition is being supported from important personalities of the European and international democratic history, as President Felipe González, whom I welcome.
Unfortunately, I am not be able to take part in the conference due to another commitment already scheduled that I have to honour. However, I would also like to honour the invitation I received from Maria Magallanes, MP and Political Representative of the National Assembly and the interim Government in Italy; I am sending you a few lines as a “virtual” hug for you and all the brothers and sisters who are fighting for freedom.
The Venezuelan events leave us, now more than ever, two hopes and two lessons.
The hopes:
• May Venezuela achieve soon, with the effort of the “healthiest” part of the international community, the path towards a possible, real and feasible transition, which can be achieved, as historically demonstrated, only through free, fair and righteous presidential elections under international observation. Those who think that electoral procedures can take place without a strict and affective legality and credibility, are the responsible for an ignoble offense to the concept of the democratic and constitutional Rule of Law. I am terribly sorry that my country, still have not taken the only possible decision. Together with the Venezuelan friends we had the luck to know here, such as the deputy Armando Armas, Mariela Magallanes, Americo De Grazia, and together with the others that we are going to meet and support, we have fought and we will keep fighting to change position, or at least behaviour, facing the Venezuelan tragedy, even more because there are a lot of Italian-Venezuelan needing help, assistance and support, here as well as there.
• May the upcoming free and democratic Venezuela have a shiny destiny: may it be example for a strengthening wave of the democratic spirit all over the Latin-American region. Venezuela could show to the entire region, maybe to all the free world, the necessity of the effectiveness of the Rule of Law and of transparency. You can count on us in this matter, working in the European and international forums to carry out our agenda, as we are doing in the Parliamentary Assembly of the Council of Europe with the Right to Know, milestone of an effective and healthy democracy. Upcoming Venezuela may be one of the first societies to apply the best and last development of the long rights history. You can count on the OEA, of course, that with Secretary Almagro has been supporting pricelessly the cause of democracy and Rule of Law and the Venezuelan democratic institutions like never before.
The lessons:
• Venezuela is only the last one, and maybe the more tragic demonstration of the perverse power of communism: the so-called socialism of XXI century is guilty, ideologically and materially, of arming the criminal dictatorship of Chàvez and Maduro, enabling the disarticulation of the State, the destruction of its economy, the genocide of a previously strong and vital civil society.
• The previously free and prosperous Venezuela has been for more than twenty years, the centre of crime and tyranny in the continent, but it is true as well, that Latin America lives the threat of the same pandemic. As the whole world does: the conglomerate of powers, national and international ones, that are destroying Venezuela, are threatening all the region and the world following their programmes to put end to freedom, prosperity and international security. Getting rid of the Venezuelan dictatorship virus means stopping the pandemic of the global alliance of totalitarianism and assure long life to the fire of freedom and Rule of Law. Consequently, the end of the narco-dictatorship is a central topic for hemispheric and global wellness, and the transition, according with internal and international legality, is the medicine that we need to create, all together, whatever it takes. You will be helped and you will have to support of several allies outside Venezuela, until you will win, until we will win. This is what us, European and Atlantics, and Italians even more, owe the fraternal people of Venezuelan.
I look forward to fresh opportunities and initiatives to keep building bridges with you, within of the Rule of Law and democracy, and I send you my best regards and acknowledgments. Long live free Venezuela! Long live freedom!
